Ybrs. Puan Hajah Monalija binti Kostor
Monalija Kostor is the Deputy Director General of the Department of Atomic Energy Malaysia. She leads the planning and development of regulatory controls on atomic energy under the Atomic Energy Act 1984 (Act 304), Strategic Trade Act 2010 (Act 708), and Cyber Security Act 2024 (Act 854).
She played a pivotal role in regional initiatives through the ASEAN Network of Regulatory Bodies on Atomic Energy (ASEANTOM), contributing to the ASEAN Protocol for Preparedness and Response to Nuclear or Radiological Emergencies. She actively participated in the Asian Nuclear Safety Network (ANSN) of International Atomic Energy Agency (IAEA) as Steering Committee member to support the development of nuclear power program.
At the international level, she has served on multiple IAEA committees, including the Nuclear Security Guidance Committee (NSGC) and the Standing Advisory Group on Safeguards Implementation (SAGSI). She spearheaded the development of Malaysia’s Nuclear Security Support Centre (NSSC), which hosts the first IAEA Loaner Pool on Radiation Detection Equipment outside Vienna, and has represented Malaysia as Vice Chair and Chair of IAEA NSSC Working Groups on Best Practices.
