TNB, EDL, EGAT Advance ASEAN Power Grid Through Energy Wheeling Agreement Phase 2 under LTMS-PIP 2.0

14 January 2026 - Tenaga Nasional Berhad (TNB), Electricite Du Laos (EDL) and Electricity Generating Authority of Thailand (EGAT), today signed a tripartite Energy Wheeling Agreement Phase 2 (EWA Phase 2) under the Lao PDR-Thailand-Malaysia-Singapore Power Integration Project Phase 2 (LTMS-PIP 2.0) to facilitate renewable energy supply of up to 100 megawatt (MW) from Lao PDR to Singapore, with Thailand and Malaysia as the energy wheelers.

EWA Phase 2 will further enhance energy cooperation among ASEAN countries as envisioned in  the  ASEAN  Power  Grid  (APG)  initiative  and  accelerates  the  region’s  energy  transition  by enabling greater integration of clean energy across interconnected ASEAN power systems.

This latest agreement completes the full implementation of LTMS-PIP 2.0, increasing the total capacity of electricity traded from 100 MW to up to 200 MW, with additional energy supplied from  Malaysia to  Singapore.  The  two-year  agreement  enables  the  sale,  transmission  and purchase  of  electricity  generated  in  Lao  PDR  to  Singapore  through  Thailand  and  Malaysia using existing interconnections facilities of respective countries.

The  agreement  was  ratified  in  a  ceremony  held  at  EGAT  Headquarters  in  Nonthaburi,Thailand,  attended  by  EDL Deputy Managing  Director, Souksavart  Sosouphanh;  EGAT Governor, Dr. Narin Phoawanich; and TNB Chief Grid Officer, Hasmarizal Hassan. The event was graced by the presence of the Permanent Secretary of the Ministry of Energy of Thailand, Dr. Prasert Sinsukprasert; Director General of Department of Policy, Planning Development and  Evaluation,  the  Ministry  of  Industry  and  Commerce  of  the  Lao  PDR,  Santisouk Phimphachanh; and Deputy Secretary-General (Energy) of the Ministry of Energy Transition and Water Transformation of Malaysia, Mareena Mahpudz.

Also  present  were  EDL  Deputy  Director  of  Legal – Agreement  Department,  Chittasone Nanthalath; EGAT Deputy Governor – Transmission System Operation, Sanay Treekhan; and TNB Chief Regulatory and Stakeholder Management Officer, Datuk Ir. Ts. Shamsul Ahmad.

Souksavart said: “EDL is honoured to continue the success of LTMS-PIP. As the forerunner in providing clean energy to the ASEAN region beyond neighbouring countries, we are proud to be an asset to the realisation of the APG. We hope this project will advance the vision of APG and  look  forward  to  seeing  more  countries  involved  in  support  for  regional  clean  energy security and sustainable development.”

Narin  said:  “The  signing  of  EWA  phase  2  marks  a  significant  step  toward  realising  the  APG vision and represents a strategic advancement in regional energy cooperation between Lao PDR,  Thailand,  Malaysia,  and  Singapore.  By  expanding  the  capacity  of  cross-border  power trade, we strengthen regional energy security by resource sharing to meet Southeast Asia’s growing energy demand, enhancing grid resilience and accelerating energy transition of the region.

He added: “By supporting the development of APG, EGAT remains committed to delivering reliable, sustainable electricity from Lao PDR to Singapore to facilitate seamless cross-border electricity trade, supporting regional efforts towards a low-carbon and interconnected power system, and promoting regional energy exchange and multilateral power trade initiatives with ASEAN member states.”

TNB President/Chief Executive Officer Datuk Ir. Megat Jalaluddin Megat Hassan stated that EWA Phase 2 marks another significant milestone in advancing the APG agenda, underscoring multilateral  governance  among  ASEAN  member  states  and  further  promoting  cross-border electricity trading in the region.

“As a key player in the APG, TNB remains committed to enhancing regional energy security while  leading  the  energy  transition  agenda.  Malaysia  has  consistently  reaffirmed  its commitment  to  strengthen  energy  cooperation  across  the  region.  In  this  regard,  TNB will provide  its  unwavering  support  to  the  Ministry  of  Energy  Transition  and  Water Transformation  of  Malaysia  (PETRA)  in  advancing  the  vision  of  a  more  interconnected  and resilient ASEAN energy landscape,” Megat Jalaluddin added.

TNB in September 2024 had inked an Energy Supply Agreement (ESA) with Keppel Electric Pte. Ltd.  to  supply  electricity  to  Singapore under the  first  phase  of  LTMS-PIP  2.0.  EWA  Phase 2 further  strengthens  this  cooperation  by  providing  the  necessary  wheeling  framework  to enable  the  reliable  and  secure  delivery  of  renewable  energy  across  borders,  reinforcing ASEAN’s  collective  efforts  towards  energy  transition,  sustainability  and  long-term  energy resilience.
