PLN and J&F SA Brazil Sign MoU in Front of Two Presidents, Agreeing to Develop Hydroelectric Power Plants in Indonesia
Jakarta, October 24, 2025 — In an effort to strengthen energy security and accelerate the energy transition in the country, PT PLN (Persero) officially signed a memorandum of understanding regarding the development study of Hydroelectric Power Plants (PLTA) with the Brazilian multi-business investment company, J&F SA.
The signing was witnessed directly by the President of the Republic of Indonesia, Prabowo Subianto and the President of Brazil, Luiz Inácio Lula da Silva in Jakarta, Thursday (23/10).

This collaboration holds strategic significance amid Indonesia's efforts to increase the utilization of its vast hydropower potential. In the 2025–2034 Electricity Supply Business Plan (RUPTL), the government targets an additional 11.7 gigawatts (GW) of hydropower capacity over the next decade.
President Prabowo Subianto stated that this collaboration is a strategic step between two emerging economic powers in the global south to strengthen relations and open up opportunities for cross-sector cooperation.
"We are both emerging economic powers on the rise. We are two powers in the global south. Therefore, cooperation between Indonesia and Brazil is strategically important, and we both view this relationship as very important," said President Prabowo.
President Prabowo stated that the bilateral meeting was intensive and productive. Both leaders agreed to continue strengthening ties across various sectors, including trade, energy, technology, agriculture, and defense.
"We already have a defense cooperation agreement with Brazil, and this is in the process of being ratified. As I mentioned earlier, we also have agreements in the energy sector, and we signed a significant agreement between PLN and the private sector. We have also collaborated in science and research," said President Prabowo.
Meanwhile, Brazilian President Luiz Inácio Lula da Silva emphasized that Indonesia and Brazil have many similarities as two large democracies in the global south with rapidly growing economies and a focus on social justice.
Therefore, both bear a shared responsibility to strengthen economic relations, trade, and sustainable technological collaboration.
"I come here with high hopes of renewing our strategic partnership, establishing new agreements, not only on bilateral trade, but also investing in new areas such as artificial intelligence, data centralization, deepening our scientific and technological ties, enhancing relations between our universities, and most importantly, having a balanced trade policy between the two countries. This policy must be mutually beneficial," said President Lula da Silva.
PLN President Director Darmawan Prasodjo expressed his gratitude to President Prabowo Subianto for his support in encouraging a strategic partnership with Brazil to accelerate new renewable energy, particularly in the development of hydroelectric power plants.
"We are grateful for the government's support in opening up international collaboration, strengthening PLN's efforts toward clean energy. This collaboration not only accelerates hydropower development but also reinforces our commitment to providing greener, fairer, and more sustainable energy for all Indonesians," said Darmawan.
Darmawan explained that this collaboration has strategic significance amid Indonesia's efforts to increase the utilization of its vast hydropower potential. "We are optimistic that this collaboration will be an enabler for accelerating hydropower development in Indonesia. Through this collaboration, we not only share knowledge and technology but also carry out our shared responsibility to deliver a green, sustainable energy future that will benefit future generations," he concluded.
